to impacted communities to direct resources and make funding decisions.
We build public and private partnerships to administer grant dollars toward targeted programs.

HAP will continue provision of core legal services at the Mike Hinson Resource Center (MHRC), an after hours emergency housing intake site for individuals experiencing homelessness.
HAP will continue provision of core legal services at the Mike Hinson Resource Center (MHRC), an after hours emergency housing intake site for individuals experiencing homelessness. Through the clinic, HAP will meet the legal needs of clients at risk of or experiencing homelessness, and those with increased risk of substance abuse, in the North Philadelphia community and will further solidify HAP’s long-standing partnership with SELF, Inc., the nonprofit organization operating the site. Individuals experiencing homelessness are at-risk of substance abuse and are disproportionately impacted by the overdose crisis, compared to other segments of the population. Legal services provided by HAP can provide individuals experiencing homelessness with access to critical resources and service supports that can alleviate stressors that exacerbate mental illness, addiction and the need for self-medication, or grant access to proper medical care and recovery treatment. Were HAP not evaluating clients for SOAR eligibility, many would not receive the necessary guidance and resources to start a treatment plan for their disability, including mental health issues and substance abuse disorder. Because SOAR applications require evidence of a client’s disability, our SOAR staff develops treatment plans, working with psychiatrists, nurse practitioners, drug rehabilitation counselors, and other direct service professionals to treat the clients’ problems holistically.
